Grounded while others fly

Operators launch from different fields on the plain, and each pilot makes the call for their own site. Travellers sometimes see balloons of another company in the air on a morning their own flight was cancelled. Conditions can differ between launch sites, so a cancellation at one field and a flight at another can both be the right call.
